Building Information Modeling (BIM) is a process based on the use of intelligent 3D models. This technology helps to plan, design, construct and operate buildings, industrial facilities and infrastructure facilities even more efficiently.

BIM is not just a 3D model; it is a complete collaborative working environment. BIM is often viewed as a Building Information Modeling process, which is an interactive approach between designers, consultants, the client and the rest of the supply chain from the project client.

You can also think of BIM as managing information about construction and operation objects, that is, organizing information about a project, in which 3D modeling, 3D coordination or collision detection is only a small part.

Resolution of Russian Federation Government No. 331/ March 5, 2021
Establish that formation and maintenance of information model of capital construction object is provided by a Developer/ Technical customer /or a person who provides or prepares the investment justification/ and (or) the person responsible for the operation of the capital construction object, in case if Agreement of project documentation for construction, if Agreement on the preparation of design documentation for the construction, reconstruction of a capital construction facility is financed with the involvement of funds from the budgets of the budgetary system of the Russian Federation, is concluded after January 1, 2022, with the exception of capital construction projects that are created in the interests of the defense and security of the State.
Resolution of the Government of the Russian Federation of September 15, 2020 No. 1431
The Resolution approves all rules for creation and maintenance of information model of a capital construction object, composition of information (documents and materials which are included to the information model) and requirements to formats of these digital documents.
Order of the Ministry of Construction of the Russian Federation of December 24, 2020 No. 854
This order approves the methodology for determining costs for preparing the project documentation containing materials in form of information model.

This methodology establishes the procedure for determining the estimated cost of work on the preparation of project documentation containing materials in the form of an information model, as well as the estimated cost of work on the preparation of working documentation for the implementation of architectural, technical and technological solutions contained in the project documentation.
Order of Ministry of Construction of Russian Federation of August 4, 2020 No. 421

This document approves methodology for determining the estimated cost of construction, reconstruction of major repairs, demolition of capital construction and works to preserve cultural heritage sites.

The approved methodology provides for possibility of including costs in consolidated estimate calculation associated with using of information modeling technologies. According the clause 2.21 of Appendix No. 9 "Recommended list of works and costs accounted for in chapters 1 and 9 of the consolidated estimate of the cost of construction", costs associated with using of information modeling technologies in implementation of construction process which are justified and determined by calculation based on data from the design and (or) other technical documentation and included in the consolidated estimate (Chapter 9, columns 7 and 8).

GOST R 57563-2017 Information modeling in construction processes
This standard establishes fundamental principles for development of requirements for results of information modeling of buildings and structures process.

Article 57.5. Information model of a capital construction object
1. Developer/technical customer/ or person who provides or prepares investment justification/ and (or) the person who responsible for operation of the capital construction facility, in the cases established by the Government of the Russian Federation, ensure creation and maintenance of information model.

2. Rules for creation and maintenance of information model, composition of information, documents and materials included to information model and presented in form of electronic documents, requirements for formats of these electronic documents are established by the Government of the Russian Federation, unless such information, documents and materials containing information constituting a state secret.
